A.4(c) gives the Secretary the authority as authorized under a Defense Base Structure (S-Corps) Command or Defense Civil Support (C-Corps) Command at any time, during a military deployment, to grant the advance travel expense reimbursement approved by the Secretary pursuant to section 7A.4 and (d) for eligible members who: Were originally employed by the military or military dependent; Were in a temporary assignment outside the United States; Were in a temporary assignment for less than six months and the circumstances for the advance travel expense reimbursement were similar to those considered in cases involving a base relocation; Were temporarily employed in connection with an emergency; or Were on a Temporary Duty (TRY) or a Deployment (DD) with a military installation and there was no justification for excluding that base from the approved relocation. An appropriate letter, signed and dated by the Secretary, and stating that the Secretary has reviewed the case and found no justification for excluding the military installation from the advance travel expense reimbursement, may be attached to the advance payment.
